Introduce a pre_build script that retrieves the SDK from an AWS S3 bucket and executes it during the build. This logic is moved out of the CI GitHub Actions workflow so standalone and local builds can reuse it. Signed-off-by: ffrancis <ffrancis@qti.qualcomm.com>
